We had a dream …. Now, we have a plan!
All aspects of the project are ready to proceed: Full planning permission has been granted; additional land has been purchased. A rebuild focussed team of volunteers recruited and a fundraising plan prepared.
Additionally, we have engaged an Architect to be the principal designer to manage the project and will invite contract tenders for the actual rebuild once sufficient funding has been identified and secured.
We received a major breakthrough on 29 October with the National Lottery acknowledging our application for a grant of £750,000. So, what happens next? Our proposal has been passed to one of their funding officers - they will undoubtedly request more information to help them make a decision. They would hope to let us know in about 12 weeks if our proposal is something that they are interested in funding - fingers crossed! We have a strong case and are aware of other Village Halls who have benefited from similar large funding grants from the National Lottery.
To simplify funding, the re-build project is to be divided into four distinct phases:
Phase 1: Demolish and remove the old village hall; Clear and level the site; Ground works, drainage and foundations;
Phase 2: Build the new village hall: wind and water proof (Frame, walls & roof).
Phase 3: first fit - internal: wiring, plumbing, heating (Ground source heat pump and solar panels), alarm and entry systems;
Phase 4: second fit - kitchen, toilets, internal doors, flooring and decorate.
Fully supported by the Parish Council; this includes a commitment to consult the community should a loan be required to make-up any shortfall in the funding. This would entail the Parish Council borrowing, from the Public Works Board, any balance necessary to complete the project. Loan repayments being met from a modest increase to the precept element of the Council Tax payments for each household within the Parish.
